《2025健康數據科學聯合論壇》圓滿落幕! 聚焦臨床數據治理與跨域合作
由臺灣觀察性健康資料研究學會(OHDSI Taiwan Society)與臺北醫學大學(數據處、管理學院)共同主辦的「2025 臺灣健康數據科學聯合論壇(Taiwan Health Data Science Joint Forum 2025)」於10月25日在臺北醫學大學信義校區盛大舉行。論壇以「真實世界數據與證據的跨界合作模式」為主軸,聚焦臨床數據治理、產業轉譯應用與政策決策支持等議題,展現台灣在健康資料科學與國際合作方面的最新發展與實踐成果。
政策視野:打造智慧醫療新典範
開幕式由臺北醫學大學附設醫院施俊明院長、衛生福利部資訊處李建璋處長、健保署黃育文組長及北醫管理學院郭乃文院長共同致詞。李建璋處長在專題演講中指出,若要讓台灣成為智慧醫療的領航者,關鍵在於建立高品質且可互通的健康資料庫。他強調,衛福部資訊處推動的「TWCDI」專案旨在促進院際資料互通,而OHDSI Taiwan推廣的「OMOP通用資料模型」則著重於資料的分析與實務應用。兩者雖應用目的不同,卻因均著重標準化架構與詞彙,具備高度整合潛力。
李處長進一步表示,目前資訊處正與工研院合作,結合TWCDI與OMOP兩套體系打造「台灣智慧臨床試驗平台」,可跨院自動篩選臨床試驗病人並生成報告,未來可望大幅提升臨床研究效率與精準度,開啟台灣智慧醫療發展的新篇章。
學研能量:以真實世界數據推動公衛與臨床研究
上午場以「真實世界數據與證據的發展」為題,邀請國家衛生研究院邱弘毅所長與楊奕馨博士分享真實世界資料在公共衛生政策與臨床應用上的推動經驗,並探討跨校與跨院合作的策略與挑戰。
論壇理事長、臺北醫學大學徐之昇教授以「鏈結全球OHDSI,啟動臺灣健康數據新未來」為題發表專題演講,闡述全球OHDSI網絡的核心理念與台灣在其中的關鍵角色。徐教授指出,OHDSI以開放科學與協作為精神核心,透過透明、創新與可重現的研究模式,已成為全球健康資料科學的重要合作平台。台灣自加入OHDSI以來,不僅完成臨床資料的標準化與模型轉換,也積極參與跨國多中心研究,逐步建立與歐美及亞洲節點的深度合作關係。
他進一步介紹由北醫團隊自主研發的「MediPlug」自動化資料轉換技術,可協助各醫院快速完成OMOP-CDM轉換,並已於2024年在新國民醫院落地測試成功。此技術的成功驗證,象徵台灣在資料治理與基礎建設上的自主實力與創新能量。徐教授最後以「讓臺灣的健康數據,成為世界的健康價值」作結,期許台灣持續結合臨床、學研與產業三方力量,推動智慧醫療與精準健康發展,提升台灣在國際健康資料科學領域的能見度。
國際視野:多國經驗共啟跨境合作
下午場的「真實世界數據國際分享」邀請多位亞洲講者帶來第一手經驗:韓國延世大學Seng Chan You教授介紹韓國如何以OHDSI架構推動全國性真實世界資料研究,日本國際保健福祉大學Tatsuo Hiramatsu教授分享日本在臨床資料標準化與政策實踐上的進展,越南胡志明市醫學中心Phan Thanh Phuc博士則展示越南在政府支持下導入OHDSI標準的成果。三位講者的經驗分享,凸顯亞洲地區在資料治理與跨境研究合作上的快速發展,也為台灣與國際夥伴之間的深度連結提供了新的啟示。
跨界共創:臨床、學術與產業的深度對話
論壇壓軸登場的「健康數據跨域合作論壇」由臺北醫學大學蘇千田教授主持,邀請臺北榮民總醫院大數據中心羅宇成主任、台灣醫學資訊學會李修安秘書長、捷格科技左典修董事長及諾佛葛生技曾宣凱總監,共同探討臨床、學研與產業如何建立互信與數據協作,並推動資料共創生態系的長期發展。
與談人從臨床實務、學術研究、科技應用與產業創新等角度提出觀點,強調臨床數據標準化與互通性是跨域合作的基礎,透明且雙贏的合作模式則是學研與產業協作的關鍵,而政策支持與跨領域人才培育則是生態系持續成長的重要動能。
展望未來:以數據連結世界 打造台灣新價值
論壇在熱烈掌聲中圓滿落幕。與會者一致肯定OHDSI Taiwan在推動健康數據標準化、跨國研究合作與臨床應用落地上的貢獻,也期待政府、學界與產業界能進一步深化協作,共同打造兼具創新與永續的健康資料生態系。未來,學會將持續舉辦系列活動與教育訓練,促進跨界研究與實證應用,讓台灣的健康資料研究在國際舞台上持續發光。

Taiwan Health Data Science Joint Forum 2025 Concludes Successfully, Spotlighting Clinical Data Governance and Cross-Sector Collaboration
Co-hosted by the OHDSI Taiwan Society and Taipei Medical University (Office of Data Science and College of Management), the Taiwan Health Data Science Joint Forum 2025 was grandly held on October 25 at the Xinyi Campus of Taipei Medical University. Centered on the theme “Collaborative Models for Real-World Data and Evidence,” the forum focused on clinical data governance, translational industry applications, and policy decision support, showcasing Taiwan’s latest advancements and practical achievements in health data science and international collaboration.
Policy Perspectives: Shaping a New Paradigm for Smart Healthcare
The opening ceremony featured remarks from Superintendent Chun-Ming Shih of Taipei Medical University Hospital, Director Chien-Chang Lee of the Ministry of Health and Welfare’s Department of Information Management, Division Chief Yu-Wen Huang of the National Health Insurance Administration, and Dean Nai-Wen Kuo of the College of Management at Taipei Medical University.
In his keynote address, Director Lee emphasized that establishing high-quality, interoperable health databases is essential for Taiwan to become a global leader in smart healthcare. He noted that the Ministry’s TWCDI initiative focuses on enabling inter-hospital data exchange, while the OMOP Common Data Model promoted by OHDSI Taiwan prioritizes data analytics and real-world applications. Although designed for different purposes, both frameworks share a strong foundation in standardized architecture and vocabularies, creating significant potential for integration.
Director Lee further highlighted the Ministry’s collaboration with the Industrial Technology Research Institute to integrate TWCDI and OMOP into a “Taiwan Intelligent Clinical Trial Platform.” This platform will automatically identify eligible trial participants across hospitals and generate analytical reports, substantially improving the efficiency and precision of clinical research while opening a new chapter in Taiwan’s smart healthcare development.
Academic Momentum: Advancing Public Health and Clinical Research through Real-World Data
The morning session, themed “Advancements in Real-World Data and Evidence,” featured Director Hung-Yi Chiu and Dr. Yi-Hsin Yang from the National Health Research Institutes, who shared insights into the application of real-world data in public health policy and clinical practice, as well as strategies and challenges in cross-university and cross-hospital collaboration.
Professor Jason C. Hsu, President of the OHDSI Taiwan Society and faculty member at Taipei Medical University, delivered a keynote titled “Connecting to Global OHDSI: Launching Taiwan’s Next Era in Health Data.” He outlined the core philosophy of the global OHDSI network and Taiwan’s pivotal role within it. Professor Hsu noted that grounded in open science and collaboration, OHDSI has become one of the world’s most influential platforms for health data science through transparent, innovative, and reproducible research practices.
Since joining OHDSI, Taiwan has not only completed the standardization and transformation of clinical data but has also actively participated in multinational, multi-center studies, gradually building deep partnerships with European, American, and Asian nodes.
Professor Hsu also introduced MediPlug, an automated data transformation technology independently developed by the Taipei Medical University team. The solution enables hospitals to efficiently convert data into the OMOP Common Data Model and was successfully implemented at Shin Kong Wu Ho-Su Memorial Hospital in 2024. This achievement highlights Taiwan’s growing capacity for innovation and self-reliance in data governance and research infrastructure.
He concluded with a vision: “Transform Taiwan’s health data into global health value,” expressing the aspiration that Taiwan will continue integrating clinical practice, academia, and industry to advance smart healthcare and precision health while strengthening its international presence in health data science.
Global Perspectives: International Experience Driving Cross-Border Collaboration
The afternoon session, “International Perspectives on Real-World Data,” featured leading experts from across Asia. Professor Seng Chan You of Yonsei University discussed Korea’s nationwide real-world data initiatives built on the OHDSI framework. Professor Tatsuo Hiramatsu of the International University of Health and Welfare shared Japan’s progress in clinical data standardization and policy implementation. Dr. Phan Thanh Phuc from the University Medical Center in Ho Chi Minh City presented Vietnam’s achievements in adopting OHDSI standards with government support.
Collectively, their insights underscored the rapid advancement of data governance and multinational research collaboration across Asia, offering new inspiration for strengthening Taiwan’s global partnerships.
Cross-Sector Co-Creation: Deep Dialogue among Clinical, Academic, and Industry Leaders
The forum concluded with the “Cross-Disciplinary Health Data Collaboration Panel,” moderated by Professor Chien-Tien Su of Taipei Medical University. Panelists included Director Yu-Cheng Lo of the Big Data Center at Taipei Veterans General Hospital, Secretary-General Hsiu-An Lee of the Taiwan Association for Medical Informatics, Chairman Tien-Hsiu Tso of JEG Technology, and Director Hsuan-Kai Tseng of Novogreen Life Sciences.
Drawing from perspectives in clinical practice, academic research, technological innovation, and industry development, the panel emphasized that data standardization and interoperability form the foundation of cross-sector collaboration. Transparent, mutually beneficial partnership models are critical for academic–industry cooperation, while policy support and interdisciplinary talent development are key drivers of a sustainable data ecosystem.
Looking Ahead: Connecting the World through Data to Create Taiwan’s Next Value
The forum concluded to enthusiastic applause. Participants widely recognized the OHDSI Taiwan Society’s contributions to advancing health data standardization, multinational research collaboration, and real-world clinical implementation. There was also strong consensus on the importance of deeper cooperation among government, academia, and industry to build an innovative and sustainable health data ecosystem.
Moving forward, the Society will continue organizing forums and educational programs to promote interdisciplinary research and evidence-based applications, ensuring that Taiwan’s health data science continues to shine on the global stage.
